USC or Not

I was the Umpire in a JV game today. The schools are neighborhood inter-city rivals and the game was heated from the opening kickoff. By the 4th qtr the losing team was of course blaming the officiating for their woes. During a 10 yd penalty mark off against the winning team, the players were verbally counting off the yardage as it was being stepped off. I thought about throwing a flag for USC but held off. I'm not convinced I made the right decision. Your comments please.
