A80 caught a long pass at B's 15, but was hit at the 5 and fumbled the ball into the endzone, near the sideline. A80 then avoids a blocker by going out of bounds, runs a few yards while OB and jumps on the ball in the end zone with his feet still OB.

What's the call, and if you have a penalty, what options do you give the captain?

NFHS Rule 2-28-3

"A loose ball is out of bounds when it touches anything, including a player or game official, who is out of bounds."

If I'm interpreting your description of the play correctly, and A80 touched the ball with his feet OB, then in this situation we would have a touchback.

No penalty for Illegal Participation, because A80 never came back into the field of play.
No Touchdown for A because they are not possesing a LIVE ball in B's EZ.

B's ball 1st & 10 @ B-20.
