When to Start the Clock

Play:

A's ball 3rd and 10 at B's 30. A7 throws an incomplete pass. During the play A65 holds at B's 35.

When do you start the clock if:

A) B accepts the penalty.
B) B declines the penalty.

In both A and B the clock will start on the snap as the previous play ended with the clock being stopped by the incomplete pass. Don't have my books with me but I think it is somewhere in rule 3 in one of those lists.

- Inside the 3MW: snap

B)
- Outside the 3MW: RFP
- Inside the 3MW: snap

Accepted/declined does not factor in as the clock was stopped for an incomplete forward pass. 3-4-3-e is the reference.
