Question

Assistant coach for A gets a USC for complaining about a call and being on the field. The head coach then gets an USC for complaining and being on the field about the previous call.

Each coach now has 1 USC on them. If another asst coach now gets an USC, the head coach still is not ejected. [Under 9-8-1 Pen. it's only a second unsportsmanlike conduct foul against a single coach that results in that coaches' disqualification. ]

My question: Why do the USC penalties not count against the head coach? In basketball they count indrectly against the head coach. And I know, this is football, not basketball.

I guess I am looking for the logic. Don't you all think that if it counted towards the head coach, they might clean up this sidelines a bit more?
