If I am reading correctly rule 3 section 4 article 3-i: The clock will start on the snap if the penalty for a delay of game foul is accepted.

Had some discussion on this many of the guys say you start on the ready. Under normal circumcstances when say the 25 second clock just runs out while .trying to get a play off

Under special circumstances I feel you start on the ready if the offense is deliberately delay to take advantage of the clock.

Under rule, you always start on the snap.

But if the defense kicks the football that's been marked to conserve time, that technically is delay of game. But since this is illegally conserving time, the referee can (and should) start the clock on the whistle.

Don't forget the converse is true. I've seen offenses, trying to run the clock down, false-start with 2-3 seconds left on the 25, and then get upset when I don't wind the clock. If a team fouls to conserve or waste time, the referee does not have to (and should not) let that give them an advantage.
