In high school football a field goal is attempted from the 35 yard line. It is a low kick that is not touched by R. My question is can R return the kick if it does not reach the end zone or if it rolls dead without reaching the end zone is the ball spotted at the point it becomes dead or brought out to the 20?

A field goal is nothing more than a scrimmage kick, if th eball does not cross the goal line or the sideline than R (defense) may return the kick Rule 6-2-2. Also K may catch or recover a scrimmage kick and advance while it is in or behind the neutral zone Rule 6-2-3.

It also needs noted that R may only advance the kick provided there has not been a valid or invalid fair catch signal made by any member of R.

On the flip side, K can also down the kick before it reaches the endzone, like a punt.

Field Goal Attemps and Punts are the exact same, only difference is how they are kicked and that a field goal kick can score.
