I would like to have some responses to see if my thoughts on this rule is in agreement.

Fourth and 7 from K's 20 yard line. After the snap, but before the kick, K3 holds R4. Kick is received on the 50 yard line. On the return of the kick, R2 blocks K5 in the back at the 45. The return ends at the K's 41 yard line where K1 is late with a hit on the runner. What would be the ruling and where would you spot the ball?

If R declines k's foul they can keep the ball. If k accepts the foul on r you would penalize from 45. Then enforce dead ball foul. 1st and 10. for R. If R accepts k's foul you would replay the down after penalizing k for the late hit. PSK does not apply here. Foul occured after the kick ended.

Your play has two live ball fouls one by K and one by R and a dead ball foul by K.

R foul with clean hands so you have a possibility of two enforcements.

Offset live ball fouls and enforce dead ball personnel foul.
A 4th and 17 from K's 10 or

Decline K's foul, Enforce the block in the back (PSK) by R and then enforce dead ball personnel foul by K

If the block in the back occured on the K45:
R 1st & 10 @ K's 40

Without confusing the situation, are you saying that if R accepts the initial hold on K, the down is replayed after the dead ball late hit on K is enforced along with the hold? Please clarify further.

If R accepts the hold by K, it becomes a double foul and the down is replayed. The Dead Ball foul is then administered.

If R excepts K's hold and R fouled during the down the fouls would offset. The only foul enforced would be the dead ball foul by K.

Andy 1033 is correct, R fouled occured during the run so PSK does not apply.

There really are not that many to worry about. Like in this example, it is not even a PSK foul. It's a buisness as usual foul.
