Are the pouch-like hand warmers worn on the waist legal, or are they considered adornments?

I think we're talking about players. lol ;) but to answer your question, I've never seen it.

Yes I have seen NFL officials wear them. I myself purchased one last season and found it to be very nice. I hate wearing gloves as the white hat. While giving signals and also communicating to my wings I feel they can see my fingers better without gloves. When I did wear it I wore it with the pouch backwards so as not to interfere with my flag and bean bags.

I believe the Head Ref in the NFL is Mike Carey who also wears one.

Hand Warmers
 
Quincy Carter wore a blue hand warmer that said Cowboys on it on his left side during the Cowboys-Panthers game.
