Defensive penalty to end the half

After the clock strikes zero, A1 is run out of bounds and then hit late. The official threw the flag. Is this penalized by running another play or at the start of the second half?

It didn't occur DURING the last down of the period so A won't have another play. The penalty for the foul will be enforced from the suceeding spot, that is either the kick-off or the start of OT.
