laying on opponent

Some coaches and officials are discussing laying on an opponent on the ground as automatically holding, yet I see nothing in anybody's definitions of illegal use of hands or of legal blocking techniques to justify that inference. Are you seeing this, and if so what in any rule set justifies this call?
