Where did you get your interpretation for Florida? The FHSAA Guidebook says simply, "The overtime procedure listed in the NFHS Rules Book is adopted for all contests ..." It says nothing about carryover time-outs. Therefore, by stating that time-outs do not carry over, you are in essence making an NFHS interpretation.
