NCAA pass interference
 
Doesn’t pass interference require the offended player to be an eligible receiver? I haven’t called games in many years (and never NCAA), but I thought that was a requisite. OSU game Thursday night there was a PI penalty late in the 3rd quarter. I saw it but then was shocked when it was announced as part of an offsetting penalty with the offense having an ineligible downfield. Turned out the ineligible was the intended receiver. Just curious. Definitely wasn’t a game changer or anything.

You're correct. The offended player must be eligible.

Do you mean trying to make a play on the ball? You can have offensive pass interference by a non-eligible receiver.

Entirely possible the referee or the announcer just mis-stated the number.

If a lineman is blocking for example and beyond the expanded neutral zone, that still can be OPI regardless of who they are. They could be an end by position by not by number. So the Referee could have been totally correct. I would like to see the play honestly then decide what is happening and what should be called.
