I was watching the Notre Dame v BC game today and since I am stuck between Iraq and a hard palce I dont have rule books, and it is difficult to get at the NCAA ones on line

Interested in both NF and NCAA rulings

There was a punt---

There was roughing the kicker ( clearly the 15 PF type) on the ensuing run back there was a personal foul on the kicking team...

The R stated that these penalties were each indicidually penalized in the order they ocurred so basically it gave the kicking team 1st down from the original line of scrimmage..

Is this correct under NCAA rules?
Under NF would they just basically be the offset and replay the down?

Help...

Boy I wish I could get to a field and throw a flag or something

If both fouls were live ball fouls that is not correct. They should have offset. The receiver's had "dirty hands" when they possessed ball so could not elect to decline Team A's foul and have theirs enforced. If the kicking team foul was considered a dead ball foul, then it would have been correct and would have resulted in a 1st and 10 for Team A even though they might be snapping at the previous spot.

Both would have been enforced. The PF roughing the kicker would result in an auto 1st down for Team A (K). Depending on where ball was originally snapped, chances are that it would be back at that spot but with A having a 1st and 10 from there.

Same would have been true if Team A's foul was actually an UC (live ball penalized as dead ball) and not a PF.
