Fouls on scoring plays
 
Can someone give a rule reference on penalty on a scoring play? The foul is against the defense. High School rules.

Example: B55 blocks below the waist while A18 scores a TD. Can team A enforce the penalty on the kickoff or they must decline the penalty for the TD?

They can enforce the penalty on the try or kickoff if there is a kickoff (end of regulation). And you can decline any penalty if you choose.

Exactly as JRutledge describes. The only wrinkle is that in NCAA rules (for Texas HS games and actual college games), 5 and 10 yard penalties by opponents of the scoring team are declined by rule. This creates some interesting wrinkles, especially when it comes to first touching (illegal touching under NCAA rules) by the scoring team. Otherwise, in both codes, fouls with 15 yard penalties are enforced on the try or kickoff. Since BBW is a 15-yard foul, the enforcement is identical in both NFHS and NCAA rules.
