illegal motion enforcement
 
A1 is flagged for illegal motion. B3 intercepts pass and returns for a touchdown. Is enforcement on the try, on kickoff or must it be declined for B to keep score?

Rule 8-2-3 is your friend for FED.

Illegal Motion is a foul at the snap and thus occurred prior to the change of possession. Must be declined to take the points.
