Targeting

QB for A1 drops back to pass and scrambles. 10 yards behind the LOS he is hit by B1 and is flagged for targeting. A1 never threw the ball. Where is the penalty enforced from.

Which ruleset?

FED enforces this as a standard All-but-one foul on a running play, which means it's enforced from the end of the run. (Assuming A1 was tackled without fumbling).

NCAA treats all Personal Fouls (by A or B) behind the LOS on running plays the same... the foul is enforced from the previous spot.
