NCAA Rules.

Kicking team A, kicks off. Receiving team B returns the
ball to their 30 yardline.

Kicking team A is offsides. Receiving team B commits a dead ball Personal Foul Penalty.

The question who has the option and what are the options?

As I see it, the Receiving Team B, has the option. The first option is, if the Receiving Team B accepts the penalty, it would be for a re-kick from the 45 yardline. (A 5-yard penalty to the 30-and then a 15 yard penalty to the 45 yard penalty)

The second option is, if the Receiving team declines the penalty, then just the Personal Foul penalty is marked from the 30 yardline, back to the 15 yardline. Receiving team B starts from the 15.

Correct or not?

You were watching FSU-Miami? They had that very play today.

FSU elected to accept the "offsides" by kickers and then Miami took the DB PF against FSU. Net result was a new KO from the A-45.

What if they declined the penalty? (receiving team)

Would the ball be placed at the 15?

10-4. Obviously there are times when a team might elect to have only their dead ball foul enforced (i.e. if they had made a real good return). But that one today was not one. Same thing would have been true had that dead ball PF been a live ball foul by Team B on the return. They could have declind A's penalty and had only theirs enforced.

That is correct.

The Canadian ruling:

...Is essentially the same, but since we use a 110 yard field, KO points are different.

B accepts the offside, back 5. A accepts the UR - up 15. Re-kick.

Back 5 from the 45 is the 40, then up 15 is centre-ice.

Or, if B declines the offside, back 15 from PBD or PBH.
