First of all the rule in the NFL is not targeting. They have a different rule.
I would say no in a high school or college game. The contact is mostly with the shoulder and chest area. I think the fact he does not see it coming was the issue. Peace |

NCAA: No, for several reasons. The receiver isn't a defenseless player at this point so unless he's hit with the crown of the helmet by the defender, it isn't targeting. Plus, there is no indicator (launch, etc.) and the contact to the head or neck area really isn't forcible -- at least, not by the defender.
