What is the definition of a non-player foul?

A penalty against someone who is not a player.

Definition of a nonplayer

2-30-10
A nonplayer is a coach, trainer, other attendant, a substitute or a replaced palyer who does not participate by touching the ball, hindering an opponent or influencing a play.
