I am not a football official, but I am familiar with the rule. As a fan of CFB in general, I want both of these hits to be called targeting. The free-shot shoulder to the head is just as bad as leading with the crown of the helmet. Gratuitous blows to the head and neck area need to be discouraged.

There have NEVER BEEN, nor will there EVER BE 2 football plays that are identical.

I do not see either as gratuitous at all. Maybe unnecessary or reckless on some level, but not gratuitous. There are going to be head contact in many plays. I felt the first one was a targeting call, but the higher-ups did not think so. I can see more of why the second one was not stuck with as well. These are easy to call on replay, but a lot harder to call in real life.
