NCAA OPI Penalty Change
When did the penalty in NCAA football change for OPI change to 15 yards only from a 15 yard penalty an LOD like the NFHS had through 2013.

I don't remember exactly, but it was a few years after the NFL made the same change. I think NCAA changed in the late 1980s.
