Post kick fouls

During the return R blocks in the back at R's 10 yard line, K then has a facemark penalty at K's 40 yard line, how do you administer the penalties? Is this a rekick situation?? High School football

Fed 9-2-3 governs the initial choice. Team R can decline the penalty for K's foul and have the enforcement for their own from the post-scrimmage kick spot (if team K wants that), or they can choose to have 9-2-1 govern and replay the down.

Anytime you have penalties on both teams during a play and they are both enforced you have to replay the down. If there is a change of possession and they got possession with clean hands (before their own penalty) they can decline the other team's penalty and keep the ball (with their own penalty enforced).

This is not PSK. This is during the return, not during the kick. So it is the usual ABO enforcement. And as others have pointed out, R can decline K's foul and have the foul enforced from R's 10 (I presume the end of the run is the K 40).

Not in (some) cases involving fouls after changes in team possession, because if the 1st such foul is committed by a team that doesn't wind up in possession of the ball, what sense would it make for the other team to have the first choice?

No. Accepted live ball fouls by both teams result in them being offset and the down replayed.
