Touchback?
Very late in game, Team A punts ball down toward the goal line. The ball is slowly rolling and comes to rest on the 1 yd line. Team A player, with his heals on the white of goal line touches the ball after the ball has come to complete stop. Do you call touchback? NFHS rules.

No. In NFHS and NCAA all that matters is where the ball is.
