Penalty Enforcement On Legal Forward Pass
 
Team A has the ball 1st 10 on own 30 yard line. QB rolls out and tackle holds 5 yards behind previous LOS. QB throws incomplete forward pass from the 20 after the holding call. Where is penalty enforced from.

Original LOS 30 yard line. 2nd 20 on 20
Spot of Hold 2nd and 25 15 yard line
Spot where QB had ball at time of hold 2nd 30 from 10 yard line.

Are you talking NFHS rules? If you are...

The basic spot is the previous spot.
The foul occurred behind that spot.
Enforce from the spot of the foul.

FED: enforce from the spot of the foul (for reasons that SC Official mentioned)

NCAA: enforce from previous spot

NFL: enforce from previous spot

You get those enforcements in Canadian football only.

Also, if the penalty is accepted it would still be 1st down.

It is interesting that this question was asked. I had this happen in my game this past Friday. I enforced from the spot of the foul, as it was behind the basic spot. The Head linesman wants to discuss why I did that at half. The H also works as an R. He told me that the all but one only applies to a running play and that it should have been enforced from the previous spot, because it was a loose ball play. When I explained the all but one, he told me that I could never convince him otherwise.

Is there any place that would be helpful in showing this official? Or should I just move on?

A1 behind the neutral zone has the ball batted from his possession by B1. While the ball is loose: (a) A2 holds B1, or (b) B2 grasps A2's face mask/helmet opening.

RULING: Since A1 lost possession, the status of the ball is the same as if it had been fumbled by A1, therefore fouls during this interval are fouls during a loose-ball play. In (a), the penalty is enforced from the previous spot if A1's foul was beyond the previous spot or from the spot of the foul if A1's foul was committed behind the previous spot. In (b), the penalty is enforced from the previous spot, regardless of where B1's foul occurred or where the down ends.
If he actually said "you'll never convince me otherwise"... just move on. Oh, and add that guy to your "that guy" list.

I tried the case book route. That was when the "you will never convince me" came up. I told him that I wouldn't try to convince him.
