Facemask penalty, (5 yard) against runner
occurs at spot of tackle
3rd down and 9 at A's 39 at the time of snap
runner gains 2 yards, is tackled, 5 yard face mask occurs
What is correct administration and next down and spot
for the next snap ?

Tack the 5 yards on at the end of the last run. 3rd and 2 @ A's 46.

It's not different than any other defensive foul that occurs during a running play. Penalize from the end of the run and replay the down.
