For the record, targeting was not called. Was it that foul or just RTP?

Last year, I would say yes. This year I say no. One of the editorial changes this year is that there must be an indicator of targeting present. I don't see a launch, crouch and thrust, etc. RPS, but not TGT.

It all depends on what the covering official observed. He seems to be in an excellent position to judge what occurred.

I'd be perfectly fine if it was called, I think it's totally supportable with the involvement of the crown of the helmet and initiating the contact above the shoulders. But I'm ok with just RTP as well.
