High school - no untimed down?
 
In the California state high school championship game, there was a holding penalty against the offense at the end of the first quarter (time expired during the play) that was accepted. However, there was no additional play before the teams changed sides and the second quarter started. Is there any reason why there wouldn't be an untimed down?

The officials made a mistake?

Was the penalty yardage assessed and down repeated? If so, officials mistake. If not, B coach probably told the R in between quarters they wanted to decline it.

Then That Don Guy would probably have noticed. Besides, it's not "between quarters" until it's already determined that the previous one has ended.
