Ball is spotted at the 2 yard line if the interference occurred beyond the 7 yard line. If the interference occurred before the 2 yard line it is spotted at the spot of he foul. The NCAA pass interference penalty is 15 yards from the previous spot unless the foul occurs less than 15 yards from the line of scrimmage. Then it is a spot foul.

Quick way to remember DPI enforcement for NCAA:
Umpire starts at the previous spot, starts walking toward Team B's end zone. He stops when he reaches the first of the following three spots:
1) 15 yards from the previous spot
2) the 2-yard-line
3) the spot of the foul

Two exceptions: when the previous spot is from the 2-yard line on a standard scrimmage play, or on a try from the three-yard-line. In those cases, enforcement is half-the-distance.
