Scrimmage Kick Past LOS

Punter is under a heavy rush. He runs past the LOS about 10 yards and than kicks the ball. My understanding is the foul is administrated from the spot of the illegal kick and not the previous spot. Is the foul treated as a loose-ball foul or running play?

As I recall, the ball has the same status as if it's a fumble, but I'm not entirely sure...looking this one up.

It is a spot Foul. It's not loose ball because it's not a legal kick.
