carryover penalty distance on touchdown scoring plays
 
Just double checking, when reviewing 8-2(3,4,5), penalty distance for foul can be carried over to kickoff for just about all fouls (live ball, non sportsman,etc.). There DPI would be 15 yards on kickoff, illegal shift would be 5 yds on kickoff, etc..... TD would obviously still count...thanks

Correct for FED.

Under NCAA and NFL rulesets, the penalty enforcement rules are different on scoring plays; 5- and 10- yard penalties by the non-scoring team are declined by rule in NCAA (and NFL declines even more penalties by rule in this situation).

I've seen A LOT of high school officials get this wrong.

I've seen more officials try to apply college rules (declining the foul instead of putting the yardage on the kickoff) in HS games.
