Need some clarity -

unsportsmanlike flags on both A and B on last play of game (also 4th down). Distance cancels, but is 4th down replayed. thanks.

No. USC fouls are penalized from the succeeding spot, and the down counts.

Fed 3-3-4(b)(1) says the period is not extended, so there's no opp'ty to replay the down.

R signal USC A, USC B, offset/decline signal, get out of dodge, write it up in the game report while having post-game wings and adult beverages.

NCAA: yes, if either or both are live ball fouls. If dead ball, or enforced as dead ball, no.

Keep in mind that all penalties may be declined so if its something that you can just waive off and get out of there, I suggest you do that. (E.g. blowout game -- blow it off).
