Is a live ball illegal substitution penalty have the option to be carried over to the kick off? its a 5 yard penalty, player did not make it off the field in time.

For fed rules,if the penalty is before the ready for play on the try, it can go to kick off or try. If after the ready for play the enforcement is on the try. I think that's the way it is.

Any live ball foul committed by the opponents of the scoring team if there is no change of possession or if it occurs after the scoring team gained possession can be enforced at the succeeding spot.

Hypothetical:

A/K PAT from R-3. R12, the 12th player on the field unsuccessfully leaves the field before the snap but continues immediately off the field to his team box and does not in any way participate. Live ball foul at the snap for illegal substitution 5 yards at the succeeding spot if the score was successful or they can have 1/2 the distance and replay the try if they wish.

Illegal Substitution can be a live or dead ball. So if it is live, I do not see why they cannot have the option to enforce on the Free Kick or Try like any other foul in that situation.

When you say IS or IP, then you are suggesting (which used to be the philosophy) that you have to have one or the other based on when the snap takes place. There are still people that are holding onto that philosophy but the rules do not necessarily support it in total. That is why I made the distinction.
