I can tell you I would never buy a pair of shoes just to wear with shorts.

I would guess that he means that the upper part of the shoe cracks or separates as it wears out. I know a couple of officials who had this happen with the patent leather model after about three years.
Mine are just fine, but I bought two pair and rotate them.
