Upon resumption of play, the team granted the timeout shall have the option of putting the ball into play at the 28' hash mark in the frontcourt or at the designated spot out-of-bounds. If the ball is put into play at the hash mark, the ball may be passed into either the frontcourt or backcourt. If it is passed into the backcourt, the team will receive a new 8-second count.

But it was not prior to advance. That's why I'm wondering if they missed it.

It wasn't clear on the broadcast, but Cleveland had two timeouts left and took them both to get the advance. Otherwise there was 18 on the shot clock and the Cavs would have had 3 seconds to get the ball in the front court. You can see the consecutive timeouts in the play by play Here

That would explain it. Taking the second timeout would allow Them to advance I believe.

Time-out was requested prior to the pass, but was not whistled until after the pass.

One of the officials made some sort of indication to let the crew know the time-out was immediate.

Scott Foster is one of my favorite NBA refs. He's a real experienced official who doesn't take any lip and makes crisp calls. I really wish I could meet Scott.
