Inducing a technical for touching the ball----
 

Ball under own basket 3 seconds to go----opponent had player harassing the inbound. If the defender reaches across and dislodges the ball it is a techincal, but what if the inbounder holds the ball over the plane and defender then touches and dislodges it? Same result?

Nope, that's a perfectly legal play.

If the inbounder steps back deeper and holds the ball out so it's still over the out of bounds area, then you may get your desired result.
