In your scenario the landing of the left foot would be the 'first' step and the subsequent step with the right would be the 'second', illegal step.

But we shouldn't even be talking about steps because that's not NFHS and NCAA rule book language, right??

That video [in above-cited post] is a great "training aid" for those of you refs that want to work NBA games---it really shows how to 'pass' on typical traveling violations--which is a proficiency that must be assiduosly developed if you are to ref in the NBA.

I have often heard coaches call out that "he gets two steps" after a traveling violation. On occasion I have challenged a coach to show me where the words two steps appear in the rulebook. They simply are not there.

The travel rule is actually very simple - did the player pick up and put down the pivot foot before releasing the ball to pass or shoot although there is certainly room for debate on judgements refs make in applying this rule (the gather, etc.).
