Hard to tell from that angle but the defender clearly didn't have LGP. However, if the contact was from the dribbler's arm only and not body to body the defender doesn't need LGP.

That's exactly what I was thinking. The only way this could be a charge, IMHO, is if the dribbler used an appendage. I'm not seeing that from the camera angle.

When they show the camera angle from beneath the basket - similar to what the calling official had - I'm sure we all will see why the Player Control foul was called.
