Visitors scorebook not correct to begin game
 
In a varsity high school game last night, the visiting team's scorebook failed to list their player's numbers. Names were in their book, but no numbers. However, the home book (official book) had names and numbers listed for both teams. Referee advised visiting team that they would be issued a team technical to begin the game. Is this correct?

No, it isn't. The visitors are not even required to have a book.

No. As long as the official scorer has been supplied with the correct names and numbers prior to the ten minute mark, the team has fulfilled its responsibility.

could this be a local requirement? ... I can't think of any other reason why an official would do this.

I cannot believe that this would be a local requirement, not even in the Third World (baseball umpires always talke about Third World plays).

Very local as in 'exists solely inside the Referee's mind and nowhere else'.
Wonder how long he took to imagine this interp?

You know this is not a case of adlib, someone would have to expend thought and energy to ideate something so off the mark.
