The NFHS website has announcer responsibility section. when you click on it there will be a list of what can and what should not be announced. below that list will be statements of when the things that are acceptable can be announced. nothing can be announced (unless emergency) while the clock is running. also, nothing can be announced while the clock is stopped and the ball is live. i.e. once ball handed to a fee thrower or a thrower in.

i hear what you and others are saying when you/they look at the list of what can be announced but the section on WHEN things can be announced is clear imo.
the non emphatic 2 or 3 would be allowed after you call a foul or at end of quarter, or after a timeout called. clock would be stopped and ball would be dead. (after all activity ends..)
