We have a lot of girls players around here that wear knee pads.

I've been treating knee pads the same as sleeves so far this year.

According to our state interpreter, in Delaware, knee pads are considered knee sleeves and are subject to those requirements.

I think they did consider it and decided that they'd (finally) keep it simple rather than having us decipher the undecipherable.
