The contact is R12's shoulder and W4's face. W4 is the only one touching the ball at the time of the collision. Both are moving. Why is R12 entitled to that space?

Because unfortunately in this game ties go to the offense. I didn't think it were that close. Whites extended arms caused most of the initial contact/issue.

That's because R12 is vertical and W4 is horizontal, extending his upper body into the path of R12.
