Is this a travel?

I do not see it as a travel. He doesn't clearly end the dribble until his right foot is on the floor, and then he pivots on the right foot, and jumps off both.

On catch is hard to see if he has control of the ball, so best to go with nothing.
On spin move, that is the travel jar complains never gets called at the college level. |

It looks like a travel to me. Then again, does this make the NCAA the NCAE?

Dribble ends. Left foot pivot foot. Ball is still in hand when he lands left foot.
I have issues with not calling it because it puts defense at disadvantage. Dribbler violates and then could get fouled by the defense. |
I had nothing when I watched it live. When I slowed it down and watched 3 times I though that he might have gained possession after the first bobble and there might be a travel there, but I still did not have a travel on the spin move.
Overall, in live action I am calling nothing because I am not sure of a violation. |
I was the C and live I though he bobbled the catch so I passed on that. Then on the spin I thought perhaps the right foot was down before he controlled the ball so I passed on that as well. With travels I like to be positive before I call them.

From the camera angle, the status of the ball inconclusive. IMO, the C is too high to be able to see the status of the ball, as well. Working lower may have increased the odds of him getting a better look into the play. Or, stepping down on the dribble drive to the baseline, at the very least. Another talking point - do you have a block or no call on the contact between jump shooter and defender on the previous possession? |

On the previous possession's shot, nothing. |
