Under NBA rules I have a block if anything was going to be called at all.

If NBA rule is same as the new college rule, I agree. Under any rule set, you need to have a call here.

I have a PC. Defender is there before shooter begins upward motion, and outside the arc. Don't know what more he could have done.

Defender takes another step forward after upward motion. I have a block, if anything.

I think his one foot may move from behind him to under him but I'm not so sure "he" goes forward. Seems like there is enough contact to warrant a call one way or another.
