Rule 10-1
ART. 5

A team shall not:

Allow the game to develop into an actionless contest, this includes the following and similar acts:

a. When the clock is not running consuming a full minute through not being ready when it is time to start either half.

And if you look at the penalty section right under that you will see that it is a T after that one minute expires.

Let the clock run all the way out. Then start another minute. Then if they aren't out it's a T.

(And, be sure they were notified before you do this.)

Check out the "Resumtion of Play" procedure in the rule book (don't have it with me at work or I would quote the rule). It addresses this situation and there is also something in the casebook about it.

You use ROP if the team is out on the court, but not breaking the huddle. In the OP, the team is still in the locker room. ROP does not apply.
