Out of bounce
 
Can a dribbler dribble down the sidelines and to miss a defensive person, dribble the ball pass the defensive player and run out of bounce to eliminate contact and then come back in and start dribbling again without a penalty.

No, that's a violation for leaving the court voluntarily.

If he has no bounce, he can't jump but it doesn't affect his dribble.:D

What if the defender puts his bottom into the dribbler's tummy thereby forcing him out of bounce?

Then you may have a foul on the defender. If not, then you have no call. It's illegal to go out of bounds on purpose.
