Part 1 Test, Question #40 -- T to end 4th Quarter
 
I'm curious to know how you all are interpreting the question being asked in #40 on this year's test. We had a pretty good discussion about it last night with several officials. The bottom line is this:

According to the question being asked, was it the score tied BEFORE or AFTER the technical foul free throws were administered?

I'm thinking it is AFTER the FTs were administered, but a couple of guys are adamant that it is before.

Don't read more into the question, than is there. Take a look at 5-6 Exception 3, third sentence.

I think he was referring to this question:

"If a technical foul penalty is administered to end the fourth quarter and the score is tied, the throw-in portion will begin the extra period."

No part of a penalty shall be carried over to the next quarter...

Could be both. :)

But, it has to be (at least) after to have the question make any sense.

Agree, except that OT is part of the 4th quarter.

What about 5.6 Comment B:

If a technical foul occurs after the ball has become dead to end a quarter, the next quarter is started by administering the free throws. This applies even when the foul occurs after the first half has ended. It also applies when the foul occurs after the second half has ended, provided the score is tied. If the score is not tied, the free throws are administered unless the outcome of the game will not be affected. If the outcome is not already decided, the free throws are attempted immediately as if the foul had been a part of the fourth quarter. In this case, if any overtime period is necessary, it will start with a jump ball. The division line throw-in following the technical foul cannot be carried over to the overtime as the fourth quarter ended with the last free throw. (5-6-4)

I'm "sure" this is what the test makers were getting at.
