Use of Monitor to Determine Possession

During St. John-Villanova game a TF was called on a St. John's player for grasping rim. When TF was whistled, a St. John player either had the ball before launching a shot or had already shot. Officials were not sure and apparently went to monitor and/or the standby official. The decision was to use AP.

Is this one of the times you can use monitor?

In terms of possession, no. They had to be aware of that on their own. They can ask the alternate for help since that's part of the reason he's there. If no one is sure you go to the AP arrow.
