Do you tell the parents in the stands to stop coaching as well?

We had this once in our kids rec league. One of the parents who did sometimes sit on the bench with the team (assistant 10yo coach) positioned himself on the stage at the end and was shouting very specific instructions to the team. We ran him off, citing two rules, coaches on the bench, and nobody is allowed on the stage. The second rule is not always strictly enforced.

If it becomes a big deal, use 2-3 to handle it (or get "game management" involved, which I recognize can be a problem at some of these types of games)

This past Friday, I had a JV Boys game and decided to stay for the first quarter of the varsity game.

During the Varsity game, home team's ball boy (5-6 years old maybe), would run off the bench and into the home stands facing the opposition to lead the fans into waving signs, hands, etc. to distract the visiting free throw shooter.

I certainly wasn't expecting to see that.
