Does the fact that "faking being fouled" is in conjunction with the free throw wording tell us the intent has to do with free throws specifically?

I would say no ... the potential "faking" T is usually considered to be the play where the defender is attempting to draw a PC/charging foul but flops (no contact) instead. Although, if egregious enough, I guess it could apply in other situations as well.
