I had this happen to me in summer ball and wanted to get the forums take on my reasoning and maybe point me to an older caseplay I am unaware of to support my ruling.

A1 is holding the ball in the FC, they step back and the heel of their foot is on B1's shoe, who is on the division line. I have no call. Subsequently, B1 moves their foot and A1's foot comes down on the division line, easy call BC violation.

My reasoning for the no call goes to the same reasoning as OOB, 7-1-1, "A player is OOB........other than a player/person,........". Had it been the ball, that would have been a different story. To the heart of my question, is their a specific caseplay that addresses this specific to FC/BC without using OOB, player/ball as a reference to my reasoning. Let's say a little more direct.
